The tough $62.9 billion budget that Mayor Michael Bloomberg proposed Thursday would close pools, firehouses and senior centers, cut thousands of teachers and reduce a slew of services citywide.

The mayor, four months into his third term, did not propose any tax increases, but the budget for the year starting July 1 would impose roughly $87 million in new or higher fees, such as boosting parking-meter rates.

The administration also plans to slash the city head count by nearly 11,000 employees, about 3.7% of the total work force, with more than 6,000 coming from layoffs and nearly 5,000 from attrition. There will be no layoffs at the city’s uniformed agencies.

Los Angeles City Council voted Thursday to eliminate 4,000 municipal jobs

The council instructed “all departments and offices of the city, including elected offices, to expedite the elimination of 4,000 positions by any means necessary, including layoffs.” Under the council’s instruction, the positions must be identified within 45 days and scheduled for elimination as of July 1, the beginning of the next fiscal year.
Eliminating 4,000 positions does not necessarily mean 4,000 people will be put out on the street. Some workers may lose their current positions but be transferred to other departments and offices that do not draw salaries from the depleted general fund. SOURCE
