		<description><![CDATA[It is not about breaking up the United States or anything so radical.  It is simply a statement to the Federal Government reminding them of the strict limits placed upon them by our Constitution.  The STATES established the Constitution to direct the Federal Government to act as their AGENT, not the other way around.  The Federal Government has begun to assume authority and rights beyond the scope of the Constitution and has mandated regulatory functions within the states that it has no right or authority to.   This is simply a case of people telling their Federal Government not to meddle with the authority of their State and local governments.  After all, governments rule by the consent of their people.  In many cases the people through the Constitution have never consented to some of the Federal government&#039;s actions.]]></description>
