Attorney General Marc Dann, a 46-year-old Democrat, resigned on Wednesday, nearly two weeks after a stunning 52-page report substantiated allegations of sexual harassment and cover-up. Dann admitted an extramarital affair with a 28-year-old employee and acknowledged that his behavior may have sent the wrong message to his subordinates.
